TSCA gives the US EPA authority over chemical substances in commerce, including the power to restrict manufacture, import, processing and use. For companies importing finished goods it matters most through section 6 rules on persistent, bioaccumulative and toxic substances, which can reach articles rather than just bulk chemicals.
